
Establishing Enterprise Data Governance to Resolve Regulatory Risk
Established execution control for PayPal’s HR data program, aligning 11 workstreams and enabling a single authoritative data source to reduce regulatory and operational risk.
PayPal’s HR organization was operating with fragmented and inconsistent employee location data distributed across multiple enterprise systems. Employee profiles were initially created using regional templates, which introduced structural inconsistencies that were never fully corrected. While a prior effort to address these issues had been launched in 2016, it was deprioritized before meaningful control was established. By 2020, pandemic conditions exposed the operational and regulatory implications of unreliable workforce data, particularly affecting compliance, tax reporting, and the reliability of campus and emergency notifications. What had previously been treated as a data quality concern had evolved into a broader enterprise risk.
The objective was to stabilize and re-establish a global enterprise data governance program that could consolidate employee and location data into a single authoritative data source within the master data management platform. This required aligning multiple systems, stakeholders, and active workstreams while restoring execution control in an environment where ownership, priorities, and visibility were fragmented across teams and priorities.
Execution focused on introducing program-level governance to bring structure and control to an already active and complex initiative. Eight core application workstreams were aligned under a unified program structure to establish visibility into interdependencies, sequencing, and shared outcomes. The authoritative data source was clearly defined and positioned within the master data management platform as the central control point for workforce data across downstream systems. A business case and prioritization model were developed to re-establish executive alignment and clarify program direction.
Program governance was implemented across risk management, quality, communication, testing, and change management to create consistency in how work progressed across teams. Structured program and executive review cadences were introduced to surface risks, track progress, and drive timely decision-making. Throughout execution, scope, schedule, and resource alignment were continuously evaluated to prevent drift and maintain forward momentum across the program.
The program re-established control over a fragmented data environment and enabled the transition toward a single authoritative data source supporting PayPal’s HR and enterprise systems. This shifted the organization from reactive data correction to a governed operating model where workforce data could be consistently managed and trusted.
As a result, regulatory and operational risks were reduced through improved data reliability across compliance, tax, and workforce management processes. Executive visibility was strengthened, and the organization gained a sustainable governance structure that improved decision-making and supported more reliable downstream system integration. The outcome was not only improved data quality, but a more stable and controlled execution environment for managing enterprise workforce data.
